Who Is Responsible for Parking and Jitney Services?

  • Clerk’s Department: Manages applications, issues approval letters for permits and passes, and maintains the permit and pass holder database.
  • Department of Public Works (DPW): Manages the Jitney service.
  • Police Department: Enforces parking regulations and issues Temporary Handicap Parking Placards (Form Here).
  • Engineering Department: Handles requests for permanent handicapped parking spots in front of homes.

How to Fill Out the Parking and Jitney Pass Application

Important: You cannot mix and match different types of permits and passes in a single application. Separate applications must be submitted for each pass type.

  1. Visit Maplewoodnj.gov/Parking and disable any ad blockers.

  2. Enter your address and parcel identifier, or select “Non-resident or Address Not Found.”

  3. Select your application type. If renewing, all previous information will be copied over (except the "Requested Pass Information").

  4. The Instructions & Ordinances tab contains additional details.

  5. In Applicant Information, provide your contact information.

  6. In Requested Pass Information, select the type of pass you need. If you need a municipal lot permit, specify the month.

  7. Add Pass/Permit User Information: Enter details of the vehicle/person using the pass.

  8. Attachments, Fees, & Certification: Upload proof of residency or business documentation if applying for a Merchant Pass.

  9. Review the costs and digitally sign your application.

Payment Options & Discount Processing

At the end of the application, applicants must choose Pay Online or Pay in Person.

The only discounts available are for hybrid and electric vehicles when purchasing either a Combo Parking (Jitney + Commuter) or Commuter Parking permit.

  • Pay Online
    Payment is submitted immediately at the standard rate. Online payments incur a transaction fee that starts at $1.50 and transitions to 2.65% of the total for larger amounts. Applications are reviewed afterward, and eligibility for a discount may not be identified during review. If payment is submitted online, fees are non-refundable, and adjustments or refunds cannot be guaranteed.

  • Pay in Person (Required to receive a discount)
    The application is submitted without payment. Municipal staff will review the application to verify discount eligibility for hybrid and electric vehicles. Once approved, applicants will be sent a payment link to complete payment at the discounted rate or may choose to pay in person.

Refunds

Refunds are handled on a case-by-case basis, with length of time since purchase and if applicant has history of requesting refunds taken into consideration. 

All refunds, starting in 2026, will be done by check, regardless of payment method. Please be prepared for a multi-week wait for refunds, as they are subject to approval from multiple departments. 

Renewals

Applications submitted for annual renewals will be processed the Monday before the second December meeting of the Township Committee. All others are processed throughout normal business hours. 


Jitney Pass

In the Township of Maplewood, starting in 2025, Jitney Passes went digital and when purchasing a Jitney or Combo Pass, at the bottom of the approval letter, there will a link to access your pass. You can then show the pass to the Jitney driver either from your phone or printing it out, whichever is more convenient.  

The Township Jitney Service runs from 6:00 AM to 9:00 AM and 5:00 PM to 9:00 PM, Monday through Friday (except municipal holidays).

Changing Your License Plate for Parking

What To Do With A Parking Ticket

Follow the dispute instructions at the bottom of your parking ticket. If you've already paid for parking, use your confirmation email as proof.

Handicap Parking

  • How to request a handicapped parking spot in front of your home: To request a designated space near your home, email the Engineering Department with documentation.
  • Are Handicap Parking Spots Exclusive?: No. Spots are available to anyone with a valid handicap placard, including those in front of homes.


Combo Parking (Jitney + Commuter Parking)

Combo parking is a discounted combination of the Jitney Pass and commuter parking.

Exclusive parking for residents on these streets from 7:00 AM to 5:00 PM.

Maplewood Avenue

Tenants living at 166 to 180 Maplewood Avenue (even numbers) can get parking permits from the Maplewood Police Department.

  • The permits allow parking at all times except from 9:00 a.m. to 6:00 p.m., Monday through Saturday.
  • Each apartment can get up to two permits, and decals must be placed on the left rear window of each vehicle.
  • To get a permit, you’ll need to show proof that you live there and provide a valid vehicle registration for each car.


Overnight Parking

Maplewood does not allow parking on public roads between 2 AM and 6 AM without a permit.

Overnight Parking - Municipal Parking Lots (Type A - Permit)

The municipal parking lots are for individuals who do not qualify for overnight parking in front of their home. They will pay per license plate/car to park in Municipal parking lots.

Note: If the lot is unavailable, the Police Department will post alternative parking locations, and lots operate on a first-come, first-served basis.

Strictly Overnight

Monthly Fee: $50

During daytime hours (Monday through Saturday), these parking lots are subject to time-limited parking, meaning you will need to move your car if parked during the day, based on posted signage.

  1. Prospect Street:
    • Address: 747 Prospect Street 
    • Up to 4 overnight parkers allowed in the 13 time-limited spaces along the northerly curb and the northerly curb of the center divider.
  2. Maplecrest Park:
    • Address: Parking lot next to 1628-34 Springfield Avenue
    • Up to 5 overnight parkers allowed in the 24 time-limited parking spaces.
  3. Indiana Street:
    • Address: 1916-28 Springfield Avenue
    • Up to 5 overnight parkers allowed in the 22 time-limited parking spaces along the east, west, and south curbs.
    • No overnight parking is permitted in the 10 spaces along the north curb adjacent to residential property on Indiana Street.
  4. DeHart Park:
    • Address: 120 Burnet Avenue
    • Up to 8 overnight parkers allowed in the 8 parking spaces in the first parking bay along Burnett Avenue, on the south side of the lot, nearest to Wellesley Street.
  5. Woodland Overnight (formerly Highland Parking):
    • Address: 13 Highland Place 
    • Up to 13 overnight parkers allowed in the time-limited parking spaces along the exit of the Woodland Lot, nearest to Highland Place.
  6. Yale Street:
    • Address: Behind 1860 Springfield Avenue 
    • Up to 17 overnight parkers allowed in the 17 time-limited parking spaces along the southerly curbline, on the Springfield Avenue side of the lot, near the Yale Street entrance.

24-Hour Parking

Monthly Fee: $100

  1. Woodland 24-Hour Parking Lot     
    • Address: 13 Highland Place (Southwest From Woodland Building – Located At 60 Woodland Road) 
    • Located diagonally from the Woodland Building where there is signage for “24 Hour Parking by Permit Only”


Overnight Residential Parking (Type B - Permit)

Residents without driveways can purchase an overnight parking permit, which would allow them to park in front of their home.

Only one permit may be issued to a one-family dwelling. Only two permits may be issued to a two-family dwelling. Only three permits may be issued to a three-family dwelling. 

For homes with driveways but insufficient parking spaces, you may use municipal lots.


Type C - Overnight Parking

Ordinance 3172-25 enabled a new type of overnight parking for those who live within two or three-family homes in the R-2-4 Zoning District (Look Up Your District Here). Each unit would be eligible for one overnight parking permit per unit, at the cost of $50 per month. They would be expected to park in front of their residence or the closest available parking space within the R-2-4 Zoning District.


Type P - Parker Avenue

Ordinance 3180-25 established the Type P Parking Permit, which allows eligible residents of:

  • West Parker Avenue (from Maplewood Avenue to Valley Street), and

  • Parker Avenue (from Valley Street to Boyden Avenue)

to obtain a permit granting parking privileges on designated side streets as outlined in the linked ordinance.

Note: The linked “Ordinance 3180-25” contains the full list of where those with the Type P - Parker Avenue can park, which is extensive and therefore not listed here.


Temporary Overnight Parking

If you need temporary overnight parking, like if you have someone visiting your home overnight, or for a few nights, or need to park in the street for less than a week, contact the non-emergency police line at (973) 762-3400 to request approval.
